Michael D. Rosenbaum
Founder, Chairman, and Chief Executive Officer
Michael Rosenbaum has been Chairman and CEO of Catalyst IT Services since founding the company in 2000. He has been responsible for setting the company’s strategic direction, leading the company’s management team and raising capital as the company has grown. As the company grew to a size substantial enough to be able to provide larger-scale application services outsourcing to Fortune 500 companies, he guided the company into the technology services space previously dominated by offshore outsourcing. As a result, Catalyst is the leading onshore alternative to offshore IT outsourcing today.
Prior to starting Catalyst IT Services, Mr. Rosenbaum received an Irving R. Kaufman Fellowship to build the technology in Pegged Software, the talent acquisition solution offered by Catalyst’s sister company that allows Catalyst IT Services to identify talent faster and more effectively than its competition. Prior to that, he spent two years teaching and writing articles about law and economics as a John M. Olin Fellow at Harvard University. In addition, he has worked for the White House on technology and telecommunications as well as urban and rural issues, the U.S. Department of State on trade and the region of the former Soviet Union, the law firm of Hogan & Hartson on commercial litigation, and the consulting and accounting firm of Coopers & Lybrand on privatization in the Russian Federation. He also clerked for the Honorable Diana Gribbon Motz, United States Court of Appeals for the Fourth Circuit. In 2001, he was named by the Baltimore Business Journal as one of the Baltimore area’s 40 under 40 emerging leaders, and in 2007 he was a member of the Greater Baltimore Committee’s Leadership program.
Mr. Rosenbaum earned his law degree from Harvard Law School cum laude, a master of science degree in Economics from the London School of Economics and Political Science, and his bachelor’s degree from Harvard College magna cum laude, where he was a Harvard National Scholar. He lives in Baltimore, Maryland with his wife, Amy, and his two daughters Elizabeth and Emma.
Bill Huber
President
Mr. Huber joined Catalyst in July 2007 as president. In this role, he is responsible for all operations, including sales, delivery and ensuring performance that consistently exceeds our clients’ expectations.
Mr. Huber joined Catalyst after three years with Tatum, LLC, a national executive services firm, most recently as national practice leader of technology consulting. Before joining Tatum, Mr. Huber held multiple positions with the SPX Corporation (formerly DSFX/Vance International), including serving as Chief Information Officer, and Managing Director of digital security and investigations, where he managed operations of a business unit providing security products and consulting services worldwide. Earlier in his career, Mr. Huber worked for Metro Information Services, an IT consulting company, where he built a business unit providing custom software development and project-based professional services. He has provided project-based solutions for a diverse set of clients including the 2004 Summer Olympics in Athens, Greece, the United Nations and numerous Fortune 100 companies globally.
Mr. Huber has a bachelor of science degree in Information Systems Management from the University of Maryland.
Todd Frager
Chief Financial Officer
Mr. Frager joined Catalyst in February 2006 as its chief financial officer. Before joining Catalyst, Mr. Frager spent six years with The Cedar Group, a $115 million PeopleSoft implementer. He served as its chief financial officer from 2002 to 2006, preceded by positions as director of financial operations and controller. Prior to joining The Cedar Group, Mr. Frager served as chief financial officer for I/Tech Service and as controller – corporate management for ADC Telecommunications. He previously served as a controller for numerous other firms, including BridgeStreet Accommodations International and Mid-Atlantic Realty Management, Inc.
Mr. Frager obtained his bachelor’s degree in finance and economics from James Madison University. He earned a certificate of accounting from the University of Maryland and a master’s degree in business administration from the University of Baltimore.
Peter M. Lee
General Counsel
Mr. Lee joined Catalyst’s management team in July 2004 as its general counsel and corporate secretary. He is responsible for all employment, contract, regulatory, tax, real estate, intellectual property and other legal issues facing Catalyst. He also served on Catalyst’s board of directors from December 2000 until February 2005. Before joining Catalyst, Mr. Lee practiced law with the Washington D.C. law firm of Wilmer Cutler Pickering LLP, where his general corporate and transactional practice represented domestic and international corporations in a variety of commercial transactions. Following his graduation from law school, he clerked for the Honorable Jon McCalla of the U.S. District Court for the Western District of Tennessee. Mr. Lee is a member of the Bars of Maryland and the District of Columbia.
Mr. Lee has a J.D. from Duke University Law School and a B.A. in Economics from Colgate University.
